Abstract:
PALM welfare support arrangements are basic to ensuring the success of the Scheme. On paper, they are
multi-faceted and comprehensive. PALM welfare support includes both formal, government-mandated components with informal, community-driven elements, but missing is a collaborative and systematic team approach to how these elements operate together in practice.
