This submission addresses the three main elements of the Terms of Reference established for the Review. It recommends:
- a legislated, stand-alone Development Finance Institution with an explicit development impact mandate, supporting regulations, additional resourcing and dedicated capability be established within three to four years; and
- an interim, whole-of-government Office of Development Finance to advance the detailed design work, scope potential projects and modalities, and coordinate legislative and regulatory preparations be established within the next 12-18 months.
