Abstract:
Welfare support is meant to be central to the success of the Pacific Australia Labour Mobility (PALM) scheme. On paper, it is multi-faceted and comprehensive. PALM welfare support includes both formal, government-mandated components with informal, community-driven elements, but missing is a collaborative and systematic team approach to how these elements operate together in practice.
