That's true, Graham. I've firsthand experiences of seeing councillors using their private money to fund public things in their villages. Government should probably bring back the provincial government system with more autonomy.

Hi Danny, sorry to hear that you were not given any funds from the government agencies, although you are an officially elected councillor. I think that's the same thing for most councillors across the country. My uncle is also a councillor, and he uses his own money to manage events like conflict resolution, sports and community obligations such as church gatherings, haus cry, etc. I suspect the national government should give more autonomy to provinces so your voice can be easily heard and supported.

Hi Andrew, Patrick, and Peter. I concur that there is insufficient visibility for LLGs. Giving provinces autonomy will enable them to effectively manage their LLGs.

That's correct, Zebedee. PNG needs a proper Census. According to the News Outlet, Minister of Administrative Services will be presenting the total population figures on the 16th of September as a gift to the PM, so let's wait and see.

When provinces get autonomy, LLGs will become more visible. Idea of LLGs generating their own revenue will be a challenging task.

One of the most important things affecting policing in PNG is not only personnel. It is the very poor training received and lack of developmental training. Another is the loss of records maintanenace by PHQ. And of course, quality of initial recruit intakes - many of whom claim Grade 12 but cannot construct a simple sentence in proper grammar.
The erosion of standards and inability of politicians to appoint proper commissioners is a huge factor is this as poor leadership in the RPNGC has contributed significantly to its demise.
Oversight and accountability for funds is another matter. Who is auditing the RPNGC?
These are a few of the things that need to be addressed before the RPNGC can return to delivering policing to the communities of PNG.
