Hi Teddy, According to the ballot eligibility requirements you must "be aged between 18-45 years (inclusive) at the commencement of the ballot registration open period for your country". Since the ballot registrations close 1 August, before you turn 18 you will have to reapply next year when it re-opens. Hi Roland, Thank you for your question. According to the Home Affairs website for the PEV subclass 192, it redirects you to the RPNGC site that lists all the different types of police clearances. To meet the PEV visa character requirement, it would be the PNG Police Character Check @ PGK65. There are instructions to download that the form and make payment provided in the link below. https://www.rpngc.gov.pg/advice-services/police-clearance/
